This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-27.

The requirement is for brand name or equal to a Microfluidics Laboratory Microfluidizer Processor. The North American Industry Classification System (NAICS) code is 334516. This requirement will be for a purchase order to include delivery of equipment to occur within 30 days of contract award.

DESCRIPTION: The Walter Reed Army Institute of Research (WRAIR), Silver Spring, MD, has a requirement for:

- MICROFLUIDICS M-110Y LABORATORY MICROFLUIDIZER PROCESSOR WITH HIGH PRESSURE CAPABILITY
- 12-MONTH COMPR. TECH-SUPPORT WARRANTY

This is a Brand Name or Equal requirement. The supplies recommended by the contractor will be evaluated in how they satisfy all of the Minimum Essential Characteristics (MEC's) provided in the RFQ Instructions. All quotations submitted with equivalent supplies shall provide a matrix that directly point back to all MEC's. This requirement is a 100% Small Business set-aside. Only small business concerns will be considered for this award.

In accordance with DFARS 252.204-7004, all contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database https://www.sam.gov/portal/public/SAM/ . Proposals will be evaluated on the basis of lowest price technically acceptable and any resulting contract will be issued as a Firm Fixed Price Award.
