Notice of Contract Action for a Sole Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR METS-231 AND METS VALIDATION SOFTWARE. DESC: INTENT TO AWARD A SOLE SOURCE PROCUREMENT WITH SCIENTIFIC DATA SYSTEMS (SDS), LCC. The Air Force, at Edwards Air Force Base, CA intends to award a Sole Source purchase order to SCIENTIFIC DATA SYSTEMS (SDS), LCC, 2137 North Main Street, Las Cruces, NM 88001. The Sole Source purchase will be for the following commercial items: 1) METS Validation Software, Including IRIG-B, IRG-G, PCM (8 Channels), MIL-STD 1553 (1 Dual redundant bus), Video (2 Channels), Ethernet (2 Channels), and ARINC 429 (8 Channels). (Quantity – 1) 2) UPGRADED METS-231s from METS-201, including all necessary hardware/software modification and additions. (Quantity – 5) Freight is FOB Destination. Delivery schedule is 30 weeks ARO. The goal is to implement and apply commonality, standardization, and interoperability amongst all major test ranges and facility bases (MTRFB). The basic strategy to accomplish these goals is by providing standard instrumentation and instrumentation support system components to instrumentation operations engineers. Since Eglin AFB developed IRIG 106, Chapter 10 verification and validation procedures, they procured METS-201 to accomplish these procedures. In January 2006, Edwards AFB followed suit and procured the same system for standardization and commonality. This contract action is a procurement of METS-231 which is an upgrade of METS-201. It is; therefore, paramount that Edwards AFB should procure METS-231 from the same company for cost effectiveness. Please note that this is not a request for competitive proposals.
