The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Met One Instruments, Inc., Grants Pass, OR, for the acquisition of Sequential Monitors and associated components. The associated North American Industry Classification System (NAICS) code is 334516. Award will be made using the Simplified Acquisition Procedures. The required delivery date is December 01, 2007. The contractor shall provide the following equipment: (A) 35 Super SASS (Spiral Aerosol Speciation Samplers) Sequential Monitors (Combination of Part#s 8670, 8370 & 8375), (B) 140 Sharp Cut Cyclones (Part# 8670), (C) 140 Sampling Canisters (Part# 8370), D) 70 MgO Denuders with Sleeves (Part# 8375), and (e) shipping charges. EPA believes Met One is the only vendor capable of satisfying the Agency's requirements. The equipment will be used by the EPA for data comparability, compatibility and analysis for speciation monitoring. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any other source(s) exists and, therefore, no Request for Proposal (RFP) is available.
