The Contracting Activity is Communications Service Monitor Life-cycle replacement for the IFR2975 Bench Service Monitors that the Technicians in Utah use to align and test radios. II. Nature/Description of Action(s): The U.S. Department of the Interior has a need to procure Aeroflex IFR 3920 Communications Service Monitors. This is a sole source, brand name, firm fixed price delivery order using GSA Contract# GS24F-0066M. The upgrade will meet the requirements for lifecycle replacement within the state will be good for a period from date of award through FY2019. III. Identification of Justification Rationale: Section 8.405-6(b)(3). The item is peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer. The State of Utah BLM would like to purchase the Aeroflex IFR 3920 Communications Service Monitors that are used to align and test radios to perform to agency standards. These units will be used to lifecycle out old service monitors that are due to be replaced with Life-cycle standards. The old Units, IFR2975, will be traded in on the new units. With the new IFR3920 Service monitors, the techs will be able to auto test and auto align the different radios in which the Bureau uses. V. Best Value Determination: GSA/BPA has already determined the prices of supplies and fixed-price services, and rates for services offered at hourly rates, under schedule contracts to be fair and reasonable. By placing an order against a schedule contract using the procedures in 8.405, the ordering activity has concluded that the order represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering training, special features, extra parts, and administrative costs) to meet the Governments needs. VI. Description of Market Research Conducted: The Contracting Officer Representative performed general searches on the internet using the DOIs, conducted product searches on GSA Schedule. Based upon this research, it has been determined that the required upgrade assurances are available on the GSA contract under GS24F-0066M. VII. Additional Facts: None. VIII. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition: As market research has determined that the items required are available on the LMR BPA, the Request for Quote (RFQ) will be sent only to Testmart. This is limited source procurement. IX. Evidence that any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Governments minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel. The Technical PM has verified the Governments minimum needs, and has requested, reviewed, and takes no exception to all documentation provided in support of this requirement. X.
