THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Amnis Corporation, 2505 Third Avenue Suite 210, Seattle, Washington 98121-1410. The items to be purchase are: Excitation Laser 658 nM, 80mW, catalog #200130 quantity one (1) each, and Excitation Laser 405nM,~350nW, catalog #200120, quantity one (1) each and to include installation. The sole source determination is based on the fact the purchase provides support to an existing Amnis ImageStream. The lasers are required for the utility of additional fluorochromes for the analysis of cells in this particular image stream system. To be able to maximize the utility of the ImageStream instrument, it is necessary to obtain a full spectrum of lasers that excite at a wide span of optional wavelengths and is compatible with the instrument. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. The Government?s desired delivery schedule is on or before August 10, 2007. The delivery and acceptance F.O. B. Point is Bethesda, Maryland. This announcement constitutes the only notice, proposals are not being requested and a written solicitation will not be issued. The reference number NHLBI-PB(HL)-2007-210-DDC. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-17. This requirement is being conducted on a non-competitive sole source basis and is classified under the North American Industry Classification System Code (NAICS) 334516 - Analytical Laboratory Instrument Manufacturing, Size Standard is 500 employees. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The Government?s estimated expected delivery date is thirty calendar days after receipt of the purchase order. This notice of intent is not a request for competitive proposals.
