The National Heart, Lung, and Blood Institute intend to negotiate on a non-competitive basis with BioVision Technologies Imaging Analysis System, 80 West Welsh Pool Road, North Exton, PA 19341, to purchase an upgrade to an existing government owned Imaging Analysis System. The upgrade is required for use with an existing microscope system in the performance of client job request involving photomicroscopy subject matter. Integration with the existing BioVision Imaging System hardware and software is essential. The system must be able to utilize the full range of existing configured BioVision components on a Macintosh system platform with IP Lab software and must be compatible with existing LUDL MAC5000 emission filters/shutters. Therefore the upgrade of the Imaging Analysis System, will required a complete package that will enhance the performance and add new capabilities. The existing government owned Imaging Analysis System was configured and manufactured by BioVision Technologies, and therefore only BioVision Technologies upgrade is compatible. A change in the product would effect ongoing laboratory research and threaten the investment already made, and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees for this requirement. There are no set aside restrictions for this acquisition. This acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part6. The notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract is solely within the discretion of the Government.
