THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.The National Heart, Lung, and Blood Institute (NHLBI) Consolidated Operations Acquisition Center (COAC) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Amnis Corporation, 2505 Third Avenue Suite 210, Seattle, Washington 98121-1410. The item to be purchase are: Image Stream System, catalog #100100 quantity one (1) each. The system consists of the following specifications: Image Stream Analyzer, Single tube handling with high resolution imaging. Cell throughout of up to 200 cells/second. 488nm fluorescence excitation laser and sic channels of imagery including brightfield, darkfield and four (4) fluorescent channels. IDEAS Analysis Software Integrated set of software tools to process, analyze and report information obtained with the Image Stream Analyzer, quantity one (1) each. Along with the system the following items are to accompany the system; 2) Catalog #200100, 658nm, 80mW excitation laser* quantity one (1) each, 3) Catalog #200100. Ideas Software, seat license, quantity five (5) each. The purchase of this system should cover the cost of Installation, Setup and Instrument Testing, Operator Training (level 1 for 2 operators), and one (1) parts and labor. The sole source determination is based on the fact the purchase will provide a system with combine powers of microscopy and flow cytometry in a single platform to advance applications in drug discovery, basic biomedical research and diagnostics. The ImageStream makes it possible to gather detailed quantitative morphologic and fluorescence information from tens of thousands of cells experiment and use that information to define and analyze cell subpopulations. The systems enables advance applications in apoptosis, nuclear translocation of transcription factors such as NFKB, co-localization of cell surface markers and intracellular molecules, automated morphologic cell classification and many others, and the compatibility with other laboratories within NIH. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement. The Government’s desired delivery schedule is on or before August 31, 2006. The delivery and acceptance F.O. B. Point is Bethesda, Maryland. The acquisition is being conducted under simplified acquisition, commercial item procedures, and is exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement.
