The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Judson Technologies of Montgomeryville, Pennsylvania for two (2) InSb radiometers and four (4) InGaAs photodiodes to be used as backup infrared standards for radiometers and photodiodes previously purchased from Judson. The backup standards will be used in NISTÂs IR-SIRCUS CCG project funded by the United States Air Force. ***Sole Source determination is based on the need for the InSb radiometers and InGaAs photodiodes to have complete compatibility and interchangeability with the existing radiometers and photodiodes. Judson is the only vendor who can provide identical backup standards that will maintain absolute compatibility with the design, calibration, and fabrication of the existing equipment. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by February 4, 2004. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
