NAICS Code: 421490 The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), intends to negotiate, on a sole source basis, under the authority FAR Subpart 13. 106 (B), with Deltalab for an Infiltrometer and rainfall simulator. Based on EPA's knowledge of infiltrometers and rainfall simulators, Deltalab has the only system that performs the following: able to handle rainfall intensity an amount that is freely programmable in the range of 15 to 150 mm per hour; up to 10 shifts within a rainfall event (each with programmable durations of 0 to 99 minutes each); an effective spray head sweep of 135 degrees and a full range of sweep between 0 and 360 degrees for special applications. The maximum flow rate is specified at 545 liters per hour and a minimum pressure of 1 bar. These unique capabilities are essential for EPA, NRMRL's Sustainable Technologies Divisions (STD) compatibility requirements for hydrologic measurements, standards for accuracy, capability, and productivity. However, any firm believing it is capable of meeting EPA's requirement may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of the posting of this notice. A determination not to complete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
