The NASA Goddard Space Flight Center, Code 554 engages in Research & Development effortsfor flash Lidar development. The Photon Counting equipment of the Swath mapperinstrument we are developing for the Incubator program (IIP) from NASA (ESTO)EarthScience Technology Office requires specialty photon counting features such as: a)PhotonCounting time resolution <1 ps; b)Histogram time bin >65536; c) Synch module >150 MHz. PicoQuant Photonics is the only vendor offering suchproducts. In Code 554, we have purchased and integrated into our systems mainframes and(TDC) Time to Digital Converter modules from PicoQuant. The items being procured are tosupplement and enhance our systems that depend heavily on the PicoQuant equipment. The(TDC) Time to Digital Converter modules will not be able to work with any othermainframes other than PicoQuant. 100% compatibility is a requirement and PicoQuant isthe only company that can provide a mainframe that can be used with the TDC modules wehave and interface without any issues with other PicoQuant mainframes we have in ourpossession.Authority is 10 U.S.C. 2304(c)(1) Only one responsible source.This procurement will be processed using FAR Part 13 Simplified Acquisition Procedures.The Government intends to acquire a commercial item using FAR Part 12.This synopsis shall not be construed as a commitment by the government, nor will theGovernment pay for the information solicited.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon July 15, 2009.
