HOBO Remote Monitoring SystemThe U.S. Geological Survey (USGS) intends to award a brand name sole source fixed-price purchase order under the authority of Federal Acquisition Regulation (FAR 13.106-1(b)(1)), Simplified Acquisition Procedures for a HOBO Remote Monitoring System. We have a requirement for a number of different components that encompass the HOBO Remote Monitoring System. The HOBO Remote Monitoring System is a remote data logging and monitoring device with built in cellular communications that can be easily reconfigured and adapted to measure a wide variety of applications to measure climate. Up to 15 channels of data can be recorded and monitored remotely via Onset's web-enabled software platform, HOBOlink. All of the additional components listed provide the ability to measure specific parameters such as soil moisture, relative humidity, solar radiation, rainfall, temperature, barometric pressure, etc. The HOBO Remote Monitoring System unit has the capabilities, data logging storage capacity, and remote data upload to perform at the level desired for this field work. Due to the nature of the study, it is extremely important that there be consistency in the method in which our data is collected. We currently have about 30 other weather stations made by the same manufacturer out in the field. The use of a system made by the same manufacturer is imperative for data integrity and comparison. Using different brand weather stations would make the data collected inconsistent with each other, jeopardizing the entire project.We need multiple weather stations that have the capacity to measure and record soil moisture, relative humidity, solar radiation, rainfall, barometric pressure, as well as multiple temperatures, including air and soil temperature at various heights above and below the ground. In addition, each weather station must have USB connectivity for downloading data to handheld storage devices, and must have local data storage memory of at least 512 K bytes. Each system should be able to log data on at least 15 channels at five-second intervals. Each system must be easily reconfigurable with plug and play style sensors so that any sensor can be swapped out for a different parameter without any reprogramming needed. We also require some of the weather stations to have built in wireless communications through GSM cellular networks to online servers that are maintained by the weather station vendor. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE FOR THIS PROCUREMENT. Notwithstanding, any firm that believes it is capable of meeting the USGS requirement as stated herein may submit a capability statement, proposal, or quotation, which shall be considered by the Agency (FAR 5.207(c)(15)(ii)).
