The Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to enter into negotiations on a non-competitive basis with DME Corporation located in Orlando, FL. The Government intends to procure Interim Spare and Repair Parts required to support initial fielding of H-60 Hybrid Test Station (HTS) Lot II Offload to Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPS) 02 ON677/USM636(V) and H60 OTPS 03 ON672/USM636(V) in December 2008, under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. The HTS spare parts are required to support the CASS OTPSs, which are being designed and developed by DME Corporation. Although a complete technical data package for these OTPSs is a part of the design phase, the Government will not take delivery of this technical data package early enough to support competitive procurement of these interim spare and repair parts. Initial fielding of the CASS OTPSs is scheduled for December 2008; therefore, spares to accommodate the fielding of the initial OTPSs will be required in September 2008. A complete technical data package will not be available until June 2008 and a 6 month lead time to produce the spares is anticipated. Spares must be of the same configuration as the production items and only DME Corporation can ensure that any design changes to the production unit will also be incorporated into the spares. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. A new contract action under solicitation number N68335-08-R-0085 will be initiated for this requirement.
