THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.It is the intent of the National Heart, Lung, and Blood Institute to negotiate on a sole source basis with Johns Hopkins University 600 N. Wolfe St, Blalock 1004, Baltimore, MD 21287 to provide Oligos for 384 SNPs. This project will require the purchase of 13 plates containing 90 unique samples. The oligos will be used to type 3-5 markers in several regions at the Core Laboratory Facility at Johns Hopkins University in order to narrow the size of the candidate regions being studied. The sole source determination is based upon the fact that the Johns Hopkins Core facility was used to genotype the initial set of flanking markers in the autosomal candidate regions. To continue the use of the JHU facility for subsequent flanking markers will ensure consistency with the markers already typed. The use of another facility would make it difficult to combine the various sets of data markers and allow possible errors in analysis. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 334516 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
