The National Institute of Standards and Technology (NIST), Analytical Chemistry Division requires 9,000, 1-mL vials- 3,000 vials at each of the fat-soluble vitamins, carotenoids, and cholesterol in human serum. The 9,000 total vials of fat-soluble vitamins, carotenoids, and cholesterol in human serum are intended to be used for Standard Reference Materials (SRMs) certified as to composition by the National Institute of Standards and Technology. High quality starting materials must be used and the greatest possible care is required in the blending and filling of these materials. Delivery shall be FOB Destination. This requirement is being procured using simplified acquisition procedures under the authority of FAR Part 12, and is 100 percent set-aside for small business. In accordance with the non-manufacturer rule, the manufacturer and distributor of these supplies must be a small business in accordance with the NAICS code identified. For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic and organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semi-finished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item. The NAICS code for this requirement is 325414 with a small business size standard of 500 employees. The competitive Request for Quotation (RFQ), specifications, any subsequent amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-06-Q-0473. The RFQ is anticipated for release to the vendor community on or about July 21, 2006, and will only be available via the Internet at the above website. Potential offerors are responsible for accessing the website. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
