The Government intends to procure commercially available hardware, 3-each PART# SP633-2 Encryption Support Packages and 6-each Part# MMP24-48-011 PCM Encoder from L-3 Communications Telemetry East, Bristol, PA to fabricate telemetry/flight terminati on systems in support of missile flight testing. These systems are built from an existing and proven drawing package, which specifies the type encryption support packages and PCM encoders to be used. L-3 Communications Telemetry East is the only known manu facturer that produces the required items without performing non-recurring engineering and environmental qualification. Any other vendor would require qualification and approval by the White Sands Missile Range Safety Office, which would result in duplicat ion of costs to produce comparable components.
