The National Institute of Standards and Technology (NIST), Biotechnology Division, intends to negotiate on a sole source basis with J.A. Woollam Company, Inc. of Lincoln, NE for an M-2000 Fixed Angle Ellipsometer to perform surface polarization analysis in real time.***Sole source determination is based on J.A. Woollam Company?s equipment being the only known equipment that combines spectroscopic measurement with fast acquisition. This equipment acquires the complete delta, psi spectra in the 370-1000nm range in less than 0.1 second. Instrument design assures maximum accuracy in delta data across the entire range of potential values (0 to 360 degrees) which is critical for transparent samples.***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 45 days after receipt of order.***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by June 15, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
