NASA/JSC has a requirement for a quantity of 8, Electrochromic Modules with a turndown ratio greater than five to one.NASA/JSC intends to purchase the items from Ashwin-Ushas Corporation, Inc. In previousyears Ashwin-Ushas provided modules that were tested by NASA. The tests, data analysis,and system trades led to further refinement of performance requirements of theeletrochromics. The results of the test enabled Ashwin Ushas to recommend fabricationimprovements designed to achieve the needed turn down ratio. Awarding to another vendorwould result in starting the development process over to reestablish a proper baseline,and decreased understanding of the technology. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:00 p.m. local timeon July 19, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.
