The Food and Drug Administration (FDA) intends to award a Purchase Order on a sole source basis to Schmid & Partner Engineering AG (SPEAG), Zurich, Switzerland for DASY 5 scanning system. SPEAG is the sole source for the following reasons: SPEAG is the only vendor with a scanning system that can accommodate the large volumes required, at least 2.5 by 2.0 by 1.0 meters. The probe (sensor) is the part of the scanning system that actually senses the electric or magnetic field. The probe is precisely positioned by the scanning system where it transmits a voltage to the systems’ measurement electronics. SPEAG is the only vendor whose scanning system is known to interface with third-party probes. Precise positioning of the probe is required for repeatability of measurements. The scanning system must be able to move the probe to any position in its range of motion with less than 1.73 mm of radical error. For dosimetric evaluation both measurements and computations need to be performed in parallel for cross-validation of the results. For this validation measurements need to be compared with simulation results and vice versa. In addition to the DASY 5 scanning system SPEAG also offers the simulation software SEMCAD X, which already exists at FDA for computations. DASY5 is the only system which provides import of measurement data automatically into SEMCAD X. No other source is known to offer this feature. SPEAG is the only vendor able to provide and test the import capability of the measured DASY 5 test data into SEMCAD X. NO REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services, which will be considered if received by the fifth (5th) calendar day following the appearance of this announcement. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government.
