The Drug Enforcement Administration (DEA) intends to issue a sole source purchase order to PANalytical, Inc., 12 Michigan Drive, Natick, MA 01760 for the acquisition of a powder X-Ray Diffraction (XRD) system. The powder XRD system must consist of the following components: (1) pre-aligned interchangeable X-Ray modules, (2) pre-aligned mirrors, (3) batch file capabilities; (4) drug active compound database; (5) multi-position sample changer and multi-position bulk-sample changer capabilities; (6) cell indexing, cell refinement, Rietveld refinement, crystallographic functionalities and extended cluster analysis; and (7) a Windows-based platform. The system should be shipped to and installed at the DEA Southwest Laboratory, 2815 Scott Street, Vista, CA 92081. The proposed purchase order is for supplies/services for which the Government intends to solicit and negotiate only with PANalytical, Inc. under the test program described in the Federal Acquisition Regulation (FAR), Subpart 13.5 and under the authority 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. A Justification for Other Than Full and Open Competition has been justified, certified and approved for PANalytical, Inc.
