ACC-APG SCRT - Aberdeen Installation, Directorate of Contracting, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005-3013. Aberdeen Proving Ground, Md. Intend to Award a Sole Source firm fixed price contract to IonSense, Inc. The only one responsible source and no other supplier or service will satisfy requirements for: DART-SVPA: Ionization source for direct analysis in real time (DART) capable of sampling at angles up to 45 off axis; SI-300-GIST VAPUR: interface flange for mounting DART to Agilent LC/MS system, ceramic transfer tubes and pump attachment accessories; SI-610-GIST VAPUR: interface flange for mounting DART to AccuTOF LC/MS system, ceramic transfer tubes and pump attachment accessories; SVP-3DS: 3D scanner sample stage with digital X-Y movement control and manual Z-direction setting for use with DART SVPA only; SVP-Wireless: wireless communication capability including wireless dongle; Accessories: JVL-2019 Direct Tip Insertion Module; JVL-2021 Twelve DIP-it Cap Holder; JVL-2029 Twelve DIP-it module with microtiter plate spacing for high throughput sampling; JVL-2039 Multi Tablet Carrier Module; JVL-2049 Tweezer Module to enable precise method-based sampling; JVL-2059 TLC plate module for prep and analytical plates; JVL-2100-A Transmission DART module for in-line desorption.

This acquisition is being conducted under FAR Part 13, http://www.acqnet.gov/Far, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-53. The statutory authority for this sole source acquisition is 10 U.S.C.2304(c) (1) in accordance with FAR Part 6.301-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 334516, IonSense, Inc. is the only responsible source capable of meeting all the Government's requirement because IonSense, Inc. is fully implantable and is the only company capable to providing the necessary service on these instruments, as they have direct access to all necessary part for quick service, repairs and upgrades. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to IonSense, Inc. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications to provide these services to Nikkia Meanor via email ONLY to [email protected] with the solicitation number W91ZLK-11-T-0410 referenced in the subject line NO LATER THAN September 9, 2011, 3 pm EST. Determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
