Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to place a firm-fixed priced order with Polymedco Cancer Diagnostic Products, LLC for procurement of the following items and services: 0001: Cost Per Test (CPT) Agreement. CPT agreement includes no cost rental of the OC Auto Micro 80 instrument, reagents and consumable supplies and equipment maintenance services for the instrument. Reagents and consumable supplies consist of: FOBT Latex Reagent, Part Number: OC80; FOBT Calibrator, Part Number: OC80C; FOBT Negative Control, Part Number: OCQN; FOBT Positive Control, Part Number: OCQP; Wash Solution, Part Number: OC80W; Buffer, Part Number: OC80B, Cuvettes, OC80CUV; and Calibrator Cups, Part Number: TT-88. Estimated Tests per Month: 400. On-site installation and operator training included. Unit of Issue: MO, QTY: 12 Maintenance coverage of the rental instrument includes: response for emergency repair service within 24 hours of notification, Monday thru Friday, 8:00 AM to 5:00 PM, excluding holidays. The requestors of the requirement provided a sole source justification request stating that Polymedco s analyzers are the only FDA approved fully automated IFOBT analyzers. This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to Becton Dickinson and Company without any further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 8.405-6 Limited Sources.
