The U.S. Environmental Protection Agency (EPA) intends to negotiate, on a sole source basis, with BMG Labtech, Inc. to procure a CLARIOstar Plate Reader.
This plate reader will be used by multiple personnel and will be used in conjunction with our current BMG Labtech plate reader which runs on a proprietary software for data analysis (MARS evaluation software). The multi-mode plate reader must satisfy the following requirements: Measurement in the following formats: (1) Fluorescence intensity, (2) UV/Vis Absorbance, (3) Luminescence, (4) Time-Resolved Fluorescence, (5) Fluorescence Resonance Energy Transfer (FRET), (6) Laser-based AlphaScreen/ AlphaLISA, (7) Fluorescence Polarization, (8) HTRF ,(9) Time-Resolved fluorescence resonance energy transfer (TR-FRET), (10) Bioluminescence resonance energy transfer (BRET)
Have the ability to choose any wavelength with a linear variable excitation and emission monochromators. The bandwidths must adjust from 8nm-100nm.
Must have a linear variable dichroic.
Capable of spectral scanning in both fluorescence and luminescence
Must have a spectrometer for the measurement of Absorbance. Capable of collecting a spectrum from 220nm-1000nm
Capable of top and bottom reading for all assay modes
Must be Dual Luciferase Ready (DLR) as certified by Promega
Must accommodate two internal reagent injectors
Reagent injectors must be able to dispense 3-350uL in 0.5uL increments, variable volumes per well, 384 well injection
Injection can occur in luminescence, FP, absorbance, fluorescence, or time-resolved fluorescence modes
Must use MARS software for data evaluation
The multi-mode CLARIOstar plate reader from BMG Labtech, Inc. is the only available instrument that meets all of these requirements and is compatible with our existing MARS data analysis software. The multi-mode CLARIOstar plate reader is only sold through BMG Labtech, Inc.
Therefore, EPA believes BMG Labtech, Inc. is the only vendor capable of providing the plate reader needed by this project. The circumstance permitting is FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
