NAICS Code: 325414 The U.S. Environmental Protection Agency (US EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Hitachi Software Engineering America, Ltd., MiraiBio Group, located at 601 Gateway Blvd., Suite 100, South San Francisco, CA94080 for the acquisition of various calibration beads and MicroPlex microspheres needed to continue studies using a specific US EPA Cincinnati, Ohio Luminex instrument. The US EPA has identified Hitachi Software Engineering America, Ltd., MiraiBio Group as the only vendor capable of supplying the Luminex instrument beads and microspheres used in a specific accountability study and Beach study. In order to ensure US EPA scientists' ongoing work in the two studies, the circumstance permitting "Other than full and open competition" is FAR 13.106-1 (b) only one source reasonably available. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
