The Uniformed Services University of the Health Sciences (USUHS) intends to negotiate, on a sole source basis under authority of FAR 13.106-1(b) (1), with Amersham Biosciences for the acquisition of an AKTAFPLC-FRAC950 with Control; Catalog number 13443101. This item is being procured as a commerical item in accordance with the procedures of FAR Part 13, Simplified Acquisition Procedures. A FPLC system is required to perform separations based on molecular weight, net surface charge, hydrophobicity, while retaining biological activity. Sole source determination is based on the requirement for a fully automated system to allow for complete programming of the system and components and allow time-based, volume-based, or column-volume based purifications, and permit the automation of multi-dimensional purifications. Amersham Biosciences is the only known vendor able to provide the required FPLC system. The North American Industry Classification System (NAICS) code is 334516. This is not a request for quotes and a solicitation package shall not be issued. However, responses received by December 28, 2005 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is within the discretion of the Government.
