THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to GE Healthcare Bio-Science Corporation, 800 Centennial Avenue, Piscataway, New Jersey 08855-1327. The reference number NHLBI-PB-(HL)-2008-024-DDC. The item to be purchase is: Custom AKTA FPLC without FRAC, catalog #18190026 quantity one (1) each, to include the Bio Insite SW, Warranty/Contract, catalog #28407364, for a period of one (1) year. Installation and training must be provided by the vendor, at no additional cost, inside delivery which includes the installation of equipment, of equipment, removal of ALL debris. The Government?s estimated expected delivery date is sixty calendar days after receipt of the purchase order. The delivery point is the National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Bethesda, Maryland. The sole source determination is based on the fact the purchase is required to perform protein purification in the Laboratory of Molecular Biophysics (LMB). Due to the increase in the lab personnel and the requirement to purify proteins, a new FPLC system is needed. The AKTA FPLC system will allow protein purification from a variety of hosts while permitting a vast number of different purification modalities, required to purify a wide range of proteins. This FPLC system will complement other AKTA FPLC systems currently in use in the LMB. By purchasing a similar system, existing protocols and columns can be used on th new system and, more generally, identical protein purification can be run on all of the AKTA systems in the LMB. Due to compatibility it is to the government?s best interest to purchase the AKTA FPLC system from GE Healthcare Bio-Science. This acquisition is being conducted under simplified acquisition procedures, and exempt from the requirements of FAR Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
