NAICS Code: 325414 The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with Affymetrix, Inc., 1170 Kifer Road, Sunnyvale, CA 94086 for the acquisition of Affymetrix Mouse and Rat GeneChips and two-cycle labeling reagents. The unique aspect of the Affymetrix GeneChip is that it is designed for use on the Affymetrix Instrument System. EPA believes Affymetrix, Inc., is the only vendor capable of satisfying this requirement in that they are the manufacturer and sole distributor of the GeneChips and supplies. The circumstance permitting other than full and open competition is FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy Agency requirements. The North American Industry Classification System (NAICS) Code 325414, with a small business size standard of 500 employees, is applicable. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Interested parties who can meet the above requirements may submit written qualifications fully explaining there capability no later than 8 days after the date of this publication. Consequently, any response failing to provide evidence of the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
