The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Fayetteville, NC 28301, intends to negotiate a sole source Firm-Fixed Price contract for Meningitis Test Kits for Durham VAHCS with BioFire Diagnostics, LLC in accordance with 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1 Only One Responsible Source. This is not a request for competitive offers and no solicitation is available. Market research has determined that this equipment is highly specialized, is only available from a single source without an inacceptable delay or duplication of cost and no other type of equipment will satisfy agency requirements. Equipment needs to interface with current BioFire System owned by the Durham VAMC Laboratory Service. The Government intends to award the contract with an effective date of March 5, 2020 to BioFire Diagnostics, LLC., 515 COLOROW DR, SALT LAKE CITY, UT 84108. The Durham VAMC laboratory has requested KIT ME PANEL IVD 30 TESTS Meningitis Test Kits. These kits are proprietary to the company, BioFire Diagnostics, LLC. BioFire Diagnostics, LLC is the sole manufacturer and exclusive distributor in the hospital-based acute care and in-patient hospital setting for the BioFire System and the BioFire RP2, RP EZ, BCID, GI, ME, and PN Panels. BioFire Diagnostics, LLC provided a Sole Source letter for ME Panels. The Durham VAMC laboratory currently has the FilmArray Analyzer, which is also proprietary to BioFire Diagnostics, LLC. which is the system that supports the requested Meningitis Test Kits.
