The Veterans Health Administration (VHA), Office of Research and Development (R&D), Regional Procurement Office (RPO) East in Pittsburgh, PA intends to negotiate on a sole source basis with Apotheke Roter Ochsen AG. The requirement is for Apotheke Roter Ochsen AG to provide Ralph H. Johnson VA Medical Center pharmacist with compounded, intranasal oxytocin and placebo. The requirement is for the contractor to provide and ship this FDA approved investigational medication to the R&D Laboratory at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina. Medication shall be delivered directly to the study s Pharmacist. This procurement shall be inclusive of shipping and handling charges (FBO Destination). This contract will have a base period (1 year) and 4 option periods. This procurement is being conducted IAW FAR 6.302-1, Only one responsible source and no other supplies will satisfy agency requirements; and VHAPM Part 813.106-1(b), Other Than Full and Open Competition less than SAT for Open Market Items. This is because the Government asserts that Apotheke Roter Ochsen AG is the only contractor that can provide this specific investigational medication needed by the R&D Laboratory at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina. Specifically, the investigational medication needed is as follows: 5mL 40 IU Dose of Oxytocin (210 units during the POP) 5mL 40 IU Dose of Placebo (210 units during the POP) Cold packaging material and shipping of Oxytocin and Placebo doses in quantities of 60 shipped via UPS with cool packaging and template datalogger (7 shipments during the POP) Contractor is required to deliver the medication within 5 business days of receiving the order. If medication does not arrive within 5 business days or within temperature regulations, the contractor shall reship medication within 48 hours (at no additional cost to the Department of Veterans Affairs). Medication must arrive at the Ralph H. Johnson VA Medical Center within acceptable temperature ranges (between 36°F (2°C) and 46°F (8°C)) and will be inspected by Study Pharmacist. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Monday, November 16, 2020, 4:00 PM, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
