This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR SubPart 12.6. The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a purchase order for the purchase of the following items: Analyzer, Hematology (QBC Autoread) to measure electrolytes; Analyzer, Vetlyte Electroylte to measure electrolytes; Analyzer, Chemistry Vet Lab 8008 (Vet Test) or Equal products. Requirement is as follows: Hematology analyzer needs to deliver immediate information providing a thorough screenings, pre-surgical testing and general health check-up in just minutes. Needs to meet the following specifications: Offer Species-specific Blood Counts of 12 hematological parameters Have no daily quality control and minimal training Be Maintenance free—no diluting or calibrating Be able to measure Reticulocytes and Nucleated RBCs in both canine and feline samples—allowing differentiation between regenerative and non-regenerative anemials Be able to measures Eosinophils and Neutrophils in canines Provide a profile Printout—verifies instrument results Need to provide the following Parameters: HCT Hgb MCHC Retics (%) nRBCs (flag) Lymphocytes/Monocytes Total WBC Grans (% and absolute) Eosins (Canine, absolute) Platelet counts Fibrinogen To include installation and training VETLYTE ELECTROLYTE ANALYZER Needs to meet the following specification Aid in monitoring electrolytes and fluid therapy Auto calibration and pipeting Fast---results in less than one minute Sample Flexibility---whole blood, serum or plasma Complete menu ---Na+, K+ and Cl-levels To include installation and Training ANALYZER, CHEMISTRY VET LAB 8008 This acquisition will be accomplished in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures (SAP) and will be based on competitive quotes. This acquisition is 100% small business set-aside. The North American Industry Classification System (NAICS) code is 334516; the small business size standard is 500 employees or less to be considered small business. The following provisions and clauses can be viewed through Internet access at the Air Force FAR Site. Web address is http://farsite.hill.af.mil. The provision at 52.212-1, Instructions to Offerors – Commercial, 52.212-4, Contract Terms and Conditions – Commercial, applies to this acquisition. Offerors must include with their quotation a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial items (July 2002) and DFARS 252.212-7000, Offeror Representations and Certification, Commercial Items (Nov 1995). In accordance with DFARS 252.204-7004, Required Central Contract Registration (Nov 2001), prior to receiving any contract award, contractors must be currently registered in the Central Contractor Registration (CCR) database.
