The Department of Veterans Affairs, VISN 20, in accordance with FAR 13.106-1 (b) (soliciting from a single source), intends to negotiate on a single source basis with Siemens Healthcare Diagnostics to provide part number 06714844, Versant HCV Genotype Kits. This notice of intent is not a solicitation or request for offers. No solicitation package is available. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that the responding company's offered HCV kits serve the same purpose - hepatitis and HIV testing, are compatible with AutoBlot 3000H without invalidating AutoBlot 3000H warranties, and that competition would be advantageous to the Government.
