This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Medical Command, Center for Health Care Contracting has a requirement for the following items:
(1) Varian/Polymer Part Number 0010091000 640 MidIR System w/DLaTGS Detector (QTY 1 EACH) __________,
(2) Varian/Polymer Part Number 5910052000 Country Kit North American Standard 125V (QTY 1 EACH) __________,
(3) Varian/Polymer Part Number 0190041100 Dell Optiplex 755MT OSI Computer System (QTY 1 EACH) __________,
(4) Varian/Polymer Part Number 0190067000 Dell Ultra Sharp Flat Panel 17 Monitor (QTY 1 EACH) __________,
(5) Varian/Polymer Part Number 0190067000 Pike Miracle HATR w/XnSe Crystal (QTY 1 EACH) __________, and
(6) Operating and Maintenance Manuals to be included (QTY 2 EACH) for each piece of equipment.

This requirement is 100% set aside for small businesses under NAICS code 334516; SBA Size Standard is 500 employees. This is as a Request For Quotation (RFQ). Reference RFQ #W74MYH82260750 on all submissions. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, Effective 12 Jun 2008 and DCN 20080812. Provisions referenced in this solicitation can be viewed by accessing website, http://farsite.hill.af.mil/.

This acquisition is BRAND NAME ONLY, no substitutions will be accepted. The Varian IR-640 Mid FTIR system and its software shall ensure that the DoDs controlled substance training aid program for the Military Working Dog Program is forensically sound, efficient and cost effective. The precise and accurate preparation of these training aids is paramount for the effectiveness and safety of working dog training, which impacts on drug enforcement efforts on military installations worldwide. Varian Inc is the only manufacturer that provides Pike MIRacle Single Bounce ATR w/ZnSE crystal that will enable compatibility with the current accessories used at DFT.

The delivery date for this item is 60 days ARO. Shipping shall be FOB destination to the Armed Forces Institute of Pathology Washington, DC 20306.
