This is a combined synopsis/solicitation for commercial items or services IAW with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) No. F82219. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 97-27. The NAICS Code is 339999. The Food and Drug Administration intends to award a non-competitive, sole source purchase order to Tetracore, 11 Firstfield Road, Suite C, Gaithersburg, Maryland. Tetracore shall provide the following: 1) #S-1002, Ricin Bio Threat Alert Test Strips (Quantity: 52 Each), 2) Ricin ELISA Test Kits (Quantity: 80 Each), 3) #S-1003 Bot Tox Bio Threat Alert Assay (Quantity: 32 Each), and 4) #S1004 SEB Bio Threat Alert Assay, 25 per test box (Quantity: 40 Each). These kits are needed to equip the FDA LRN/FERN laboratories, They are a high priority need under heightened Federal alert conditions. These kits have been validated by FDA for use in high priority protocols for food safety. This is not a formal request for quotes. However, the evaluation of other offers and any award decision will be made on a best value basis. The FDA intends to make an award immediately after the response date of this notice. The following FAR clauses shall apply to the solicitation: 52.212 Instructions of Offerors-Commercial; 52.214-4 Contract Terms and Conditions-Commercial Items; and 52.232-33 Electronic Funds Transfers.
