The Denver VA Medical Center intends to negotiate sole source with BD Biosciences , 2350 Qume Drive, San Jose, CA 95131, to provide a Special BD LSR IITM System, Special Order System Number: 340551, for unique performance to any commercially available flow cytrometer. This system (Blue laser, Red laser, Violet laser configuration) provides a (qty 1 ea) solid-state Coherent Sapphire 468nm blue laser (50mw), a (qty 1 ea) 640nm solid-state Red laser (40mw) and a (qty 1 ea) solid-state 405 nm Violet laser (100nw) providing the ability to detect 5 colors from the blue laser, 3 colors from the red laser, and 5 colors from the violet laser. A (qty 1 ea) Digital acquisition system that allows for Inter-/Intra-beam compensation as well as the ability to obtain threshold on any parameter. Three Sets (qty 3 set) of Diohoric mirrors and bandpass filters configured to detect the following scatter parameters, flourochromes or dyes: Blue laser -FSC, SSC, FITC/Alexa 488, PE, PE TxRd, PE Cy5, PerCP Cy5.5, PE CY 7; Red laser -APC, Alexa 700, APC CY7; Violet laser -Pacific Blue, AmCyan, Qdot 605, Qdot 655, Qdot 705. A kit (Qty 1 Kit) containing Power conditioners, FACS Rinse, and FACS Clean. A (qty 1 ea) Hewlett-Packard Computer Workstation (HP 2.66GHz, 2GB, XPP/SP2 Workstation), equipped with FACSDIVA Software v6.1 Assy, 15 feet of 10BaseT Ethernet Cable, a Mouse pad, a 9 outlet Surgemaster, Symantic Norton Ghost, a set of multipurpose Stereo Speakers, Microsoft Office 2007 Standard Edition, 2 each DVD-R disks in Jewel Cases, a Microsoft Wireless Zoom Mouse, 2 each 19 inch NEC LCD monitors, and a Ricoh CL 3500 Printer bundle. Finally, a (qty 1 ea) FACS Instrument Table (30Dx72Hx72L inches). VA requires a custom built system that meets the forgoing research program specifications, as well as serving as a bench top analytical cytometer with capabilities to analyze up to 13 colors and upgradeable up to 18 colors, using 20 total parameters simultaneously. The collection optics must utilize fiber-optic light collection of individual beam spots. The system must be expandable up to 7 air-cooled solid state lasers with fixed alignments, and have the ability to attach high throughput sample devices to sample from 96 to 384 well trays. The signals from the Digital Acquisition System need to be readable at up to 10 million times per second in 16,384 discrete levels, detecting signals via octagonal and triagonal collection arrays (octagons detecting up to 7 parameter per laser, trigons up to 3) while having zero electronic dead time. Band pass filters for each array shall be replaceable by the operator. Based on the unique characteristics of the equipment there is a reasonable basis to conclude that this specification is only available from this source. Interested offerors may identify their interest and capability to meet the requirements by providing a capability statement and qualification which must contain specific information on supplying this type of equipment. This notice of intent is not a request for competitive proposals. However, all capability statements received within 10 calendar days after the date of submission of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
