The Department of Veterans Affairs intends to negotiate a sole source contract with Metro Medical to purchase one (1) Smith & Nephew Endoscopy Spider 2, one (1) Smith & Nephew Endoscopy Spider 2 Battery, two (2) Smith & Nephew Endoscopy Piggy Back (2 per box), two (2) Smith & Nephew Endoscopy Bar Connector Shoulder (2 per box), one (1) Smith & Nephew Endoscopy Kit Stabilization Shoulder (12 per box), one (1) Smith & Nephew Endoscopy Switch Drape (20 per box), two (2) Smith & Nephew Endoscopy Bar Conn Shoulder Lateral (2 per box), and four (4) Smith & Nephew Endoscopy Accessory Traction. These Scopes are being purchased for the Chalmers P. Wylie VA Ambulatory Care Center (VAACC), Columbus, OH. The purchase of Spider 2 Limb Positioner is for shoulder arthroscopy surgeries. This is the only company that makes a battery operated positioning device. This device is one of the few devices that can manipulate the shoulder during arthroscopic procedures with accurate and steady motion so the surgeon is able to access all parts of the joint. It also has a distal activation switch that can be located to the patient or accessory. It has an optional foot pedal activation as well as being battery powered. This device can be used with both lateral and beach chair shoulder procedures. The North American Industry Classification System Code (NAICS) is 423450. The Government believes that Metro Medical is the only provider that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required Scopes. This procurement is being conducted in accordance with FAR 6.302 - 1 only one responsible source and no other vendor will satisfy the agency requirements. To the best of our knowledge, Metro Medical is the only source that provides the above indicated supplies. This is not a request for competitive quotes. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contract Specialist on or before the closing date, 4/23/2014, of this sources of sought notice.
