The VISN 10 Network Contracting Office (NCO), VA Ambulatory Care Center, Columbus, Ohio intends to negotiate a sole source contract with L1 Enterprises, the exclusive Service-Disabled Veteran-Owned Small Business (SDVOSB) Distributor for Karl Storz Endoscopy-America Inc. This is to purchase Rigid Endoscopies for the Louis Stokes Cleveland VA Medical Center. The Cleveland VA Medical Center is already standardized with the Karl Storz Endoscopic Tower; to be fully compatible and maintain continued and regular use of this tower, Karl Storz equipment is required. The North American Industry Classification System Code (NAICS) is 334510. The Government believes that Karl Storz Endoscopy-America Inc. and L1 Enterprises are the only providers that can satisfy the agency requirements. Therefore, the Government intends to proceed with a sole source for the required Endoscopies. This procurement is being conducted in accordance with FAR 6.302 only one responsible source and no other vendor will satisfy agency requirements. In addition, per VAAR 819.7007, Sole Source Awards to Service-Disabled Veteran-Owned Small Business Concerns, a Contracting Office may award contracts to SDVOBB concerns on a sole source basis. To the best of our knowledge, Karl Storz Endoscopy-America Inc. and their SDVOSB Distributor, L1 Enterprises are the only sources that provide the above indicated services/supplies. No solicitation document is available; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within three (3) business days from the date of publication of this synopsis. Additionally, the existing Endoscopic Tower in our clinic is of the Karl Storz brand; to be fully compatible and maintain continued and regular use of this tower, Karl Storz equipment is required. Otherwise the Veteran s Health Administration would experience substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling this requirement. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted by searching VetBiz, GSA Advantage, GSA eLibrary and Google. Research was also completed by online catalog reviews. Karl Storz is the manufacturer of this requirement and L1 Enterprises is their exclusive authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) Distributor of this requirement. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable: This is the best value option since it allows the facility to continue using all other equipment associated with this requirement. The Contracting Officer has ensured that the offered cost is consistent with the Independent Government Cost Estimate. In addition L1 Enterprises is offering the requirement for 10% less than Karl Storz.
