Otherwise the Veteran s Health Administration would experience substantial duplication of cost that could not be expected to be recovered through competition and unacceptable delays in fulfilling this requirement.
Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:
Market research was conducted by searching VetBiz, GSA Advantage, GSA eLibrary and Google. Research was also completed by online catalog reviews. Karl Storz is the manufacturer of this requirement and L1 Enterprises is their exclusive authorized Service-Disabled Veteran-Owned Small Business (SDVOSB) Distributor of this requirement.
Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable:
This is the best value option since it allows the facility to continue using all other equipment associated with this requirement. The Contracting Officer has ensured that the offered cost is consistent with the Independent Government Cost Estimate. In addition L1 Enterprises is offering the requirement for 10% less than Karl Storz.
Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted:
