Page 1 of 1 The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a sole source Firm-Fixed Price contract for Cosmed Brand Quark RMR Indirect Calorimetry and Supporting Equipment for the Richmond VAMC with COSMED USA in accordance with 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized, are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of April 10, 2018 to COSMED USA 2211 N ELSTON RD STE 305 CHICAGO IL 60614-1020; Cage Code 1TX50. The Richmond VAMC currently has a need for additional Cosmed Brand Quark RMR Indirect Calorimetry and supporting equipment. This devise will be used to accurately assess the resting energy expenditure and stratifying patients into hypo- and hyper-metabolic states. This will also provide information on substrate utilization (fat vs. carbohydrates vs. protein) to allow for development of a personalized nutrition management plan allowing veterans to more frequently achieve weight loss compared to the current failures with blanket nutrition advice/intervention. The equipment will also be used by the ALD and liver translation team. This particular device has been peer reviewed, proven success over other options, advice and intervention currently being used and failing to yield satisfactory results. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals.
