3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED:
The Respironics product and its associated EncoreAnywhere cloud-based database has become the primary product for the management of veteran s compliance on PAP. The Dreamstation Apaps and Bipaps are the only products compatible. Furthermore, after merging the database, extensive training was provided to all sleep and telehealth staff. Introducing a different end-product would result in delays to patient care as well as a requirement for additional training, and would create a fragmented system for managing compliance among the veteran patients who are already in the system. Medical devices, assistive technologies, and adaptive equipment required for appropriate patient care are determined by a qualified clinician on a case-by-case basis and are deemed medical necessity. There may be other manufacturers/suppliers who supply similar items but do not provide for the specific fit or function of the prescribed treatment. It has been determined by the treating clinician that this specific item is the appropriate solution for the patients.
