Synopsis:
The William Jennings Bryan Dorn Veterans Affairs Medical Center (WJBVAMC) located at 6439 Garners Ferry Road, Columbia, South Carolina 29209 intends to award a sole source procurement for radiopharmaceuticals used by the Nuclear Medicine Imaging department. The contractor is Caring Hands Health Equipment & Supplies, LLC. The applicable NAICS code for this procurement is 325412, Pharmaceutical Preparation Manufacturing with a business size standard of 1,250 employees. Radiopharmaceuticals are needed to perform diagnostic nuclear imaging procedures; some of these are also used for treatment purposes for specific diseases. The period of performance is from September 1, 2019 through February 29, 2020. The Government intends to solicit and negotiate with only one source under the Authority of FAR 13.106-1 which states that Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

Contractor Requirements:
a. Contractor must have ability to deliver requested radioactive isotopes within one (1)
hour after request is made by a WJB Dorn VA Medical Center representative;
b. Radiopharmaceuticals shall be prepared in accordance with State and Federal
regulations governing the receipt, handling, preparation and delivery;
c. Contractor shall maintain; provide upon request, a valid radioactive material license
issued by the SC State Department of Health/Division of Radiological Health or the
U.S. Nuclear Regulatory Commission;
d. Contractor shall maintain; provide upon request its Quality Management Program
(QMP). The QMP shall include the procedure used by the Contractor in the
dispensing, packaging and delivery of radiopharmaceuticals.
e. Contractor shall provide protocol established by Federal Drug Administration (FDA)
or other professional standards or guidelines in determining expiration dates on
radiopharmaceutical doses.
This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within 2 days (NLT) August 21, 2019 at 2:00p.m. ET) after date of publication of this notice. A determination by the Government not to compete with the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. Below is a copy of the draft justification and approval notice that supports the sole source award.
