This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received w ill normally be considered solely for the purposed of determining whether to conduct a competitive procurement in the future. A solicitation will not be issued. See Note 22.
