STATEMENT OF WORK El Paso VA Health Care System, Occupational Health and Rehab Medicine Service Bioness L300 Plus or Equal The El Paso VA Health Care System (EPVAHCS), located in El Paso, TX 79930, is seeking Veteran Owned Business (VOSB) sources capable of providing the equipment listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. Interested VOSB vendors must be verified in VETBIZ VIP and registered under NAICS 334510 in both VETBIZ and SAM. El Paso VA Health Care System (ELPVAHCS) Occupational Health and Rehab Medicine (OHRMS) is requesting to purchase a Neuroprosthetic Functional Electrical Stimulation (FES) device to treat foot drop in patients with stroke, brain injury, nerve injury and multiple sclerosis. Research studies show a positive correlation between the benefits of FES for foot drop and use of Ankle Foot Orthosis or no treatment 17% increase in average walking speed 34% increase in average walking speed after 8 weeks 45% improvement in gait symmetry index after 8 weeks 33% improvement in stride time variability after 8 weeks (a marker of gait stability and fall risk) Fall frequency decreased by 92% FES uses small electrical impulses to stimulate the nerves that supply damaged muscles. This assists with activation those muscles, enabling them to produce basic but useful movement. FES in the treatment of foot drop helps to lift the toe for clearance during walking and stabilizing the foot in standing. It is utilized to improve gait, provide muscle re-education, prevent or slow disuse atrophy, maintain or increase joint range of motion and increase localized blood circulation. The Neuroprosthetic FES device should be designed for the specific treatment of foot drop and knee instability. Required characteristics include: Ability to don and doff device with one hand Ability of device to monitor patient movement in 3 planes to provide proper stimulation at appropriate times in the gait cycle. Utilize one electrode to control dorsiflexion and inversion/eversion. Rechargeable Programmable Provide optional foot sensor for use as needed Provide control unit for use by clinician Provide built in outcome measures to easily monitor change over time Have option for stimulation of quad or hamstrings to improve knee stability Ability to complete quick adjustments to stimulation from patient device The anticipated NAICS code(s) is: 334510, Electromedical Electrotherapeutic Apparatus Manufacturing, with a size standard of 1,250 employees.
