The Department of Veterans Affairs, Network Contracting Office 22, hereby provides notice of its intent to award a sole-source, firm fixed contract to GE Healthcare, Inc. Address:101 Carnegie Center, Princeton, NJ 0854-6231. The contract is expected to be awarded under FAR 6.302-1. A Justification and Approval for Other Than Full and Open Competition is attached. The period of performance shall be a base year 10/1/2016 - 9/30/2017, plus four (4) one year options. The contract will provide I123 DATSCAN radiopharmaceutical to the VA Long Beach Healthcare System's Nuclear Medicine Service located at Long Beach, CA. NAICS code: 325412 Pharmaceutical Preparation Manufacturing The supplies required meet Department of Veterans Affairs' legal obligation to fully provide the I123 DATSCAN radiopharmaceutical. The Department of Veterans Affairs believes that awarding the proposed contract to another source would result in having a negative and life threatening impact for veteran patients who are in need of this specialized radiopharmaceutical medication. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this requirement no later than September 8th, 2016, 12 NOON PST. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with "RESPONSE TO INTENT TO SOLE SOURCE I123 DATSCAN RADIOPHARMACEUTICAL" in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contracting Officer, Rosetta Quintons by email at [email protected]. Inquires will only be accepted by email. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.
