This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. This NOI is not a small business set aside. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-08. The National Institute on Drug Abuse (NIDA) Station Support/Simplified Acquisitions (SS/SA) Branch, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) intends to negotiate and award a purchase order on sole source basics with GE Healthcare Bio-sciences Corp., 800 Centennial Ave., Piscataway, NJ 08855-1327 the following:(1) AKTA FPLC w/FRAC 950; (1) Rinsing Tube, P-500; (1) Rack B 12 MM FRAC-950 Tubes; (1) Super loop 50 ML, Complete; and AKTA User Kit. The sole source justification is based on GE Healthcare is the sole supplier, manufacturer and distributor of the AKTA FPLC with Frac 950 and all associated accessories. The acquisition is being conducted under simplified acquisition and is exempt from the requirements of FAR Part 13.5, Test Program for Certain Commercial Items. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
