The Naval Air Systems Command intends to solicit and negotiate a Firm-Fixed Price (FFP), sole source Delivery Order under a Basic Ordering Agreement (BOA) contracting vehicle with the Boeing Company, St Louis, Missouri for the procurement of retrofit tooling kits associated with Engineering Change Proposal (ECP) 6408C1, "FT50 Y233 Bulkhead Z90 Floor Attachment Retrofit Redesign - Updated Tooling Requirements." This sole source procurement may also include update of technical documentation and manuals. This acquisition is being pursued on a sole source basis under the statutory authority 10 USC 2304 (C) (1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."

The Boeing Company is the sole designer, developer, manufacturer and integrator of the F/A-18 E/F and EA-18 G aircraft and is the only known source with the knowledge, expertise, facilities and qualified personnel necessary to accomplish this effort within the timeframe required.

All respondents must submit a Statement of Qualifications to demonstrate respondent's ability to perform the Government's needs within the required timeframe.
