Description NASA is planning to procure from American Science and Engineering, Inc. (AS&E), 1 GEMINI100100 dual-energy transmission x-ray backscatter x-ray, penetration 30 mm steel(typical) resolution 40 A WG (typical) Tunnel width 41.3: (105 cm) Tunnel height 40.3(102.5 cm) conveyer capacity 440 lbs (200 kg), operator control panel, operatorworkstation, windows XPc operating system, CD- RW (Internal), 2 USB ports, systemdiagnostics, x-ray source meter display (kV, MA, utilization display (x-ray hours, systemhours, # of inspections), installation & operator training at customer site, year 1 parts& labor warranty, image analysis feature, view Z dual-energy color display, continuouszoom to 16x magnification, density expand, reverse video, edge enhancement, image saveand restore, metallic stripping, organic stripping, ASE frame, auto enhance. Therefore, NASA/HQ intends to issue a Sole Source Procurement to AS&E. The authority isFAR 6.302-1 (a) (2) "only one responsible source" and no other type of supplies orservices will satisfy agency requirements, full and open competition need not be providedfor.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than12:30 p.m. EST on July 31, 2009. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.
