1.0 BACKGROUND:
Headquarters US Army Criminal Investigation Command (CIDC) requires the use of an alternate light source at specific band widths in order to properly locate and identify fragile evidence at violent crime scenes. CIDC has a requirement for portability along with specificity of wavelength of light with minimal leakage, and brightness of light in order to identify the maximum number of evidentiary items of evidence. The light source must be sufficiently portable to be transported to and used at a wide variety of scenes.
The CID mission is to investigate all felony crimes related to, or of interest to, the US Army. As the primary investigation organization within the Army, CID is focused on the following requirements:
Serious crime
Sensitive and/or serious investigations
Collection, analysis and dissemination of criminal intelligence
Protective service operations
Forensic Laboratory support
Maintenance of Army Criminal Records
Logistics Security
CID investigations take place both on and off military installations, and range in scale from solo investigations to large scale events in cooperation with local, state, and other federal agencies when appropriate.
CID employs highly trained Special Agents and other support personnel, operates a certified forensic laboratory, and provides protective services, polygraph services, computer crimes specialists, and intelligence analysts.
2.0 REQUIREMENTS

Army CID requires a light source that is portable enough to be transported to and used in a wide variety of crime scenes. The requirement is that the light source be battery operated for use in scenes without power readily available. The requirement is for 6 individual light sources that are specific to a particular wavelength of light for forensic use, peaking at 365 nm, 410 nm, 445, 480 nm, 530 nm, and 800-900 nm with no more than 10% bandwidth leakage. There is also a requirement for goggles that correspond to the various wavelengths that are similarly specific to the wavelengths required for forensic use. In addition to specificity we require a brightness that allows for searching a large area with minimal exposure to biohazards commonly found at a scene and with minimal disruption of the scene while the search is performed. Photography of the results of that search are also very critical to preserve the manner in which the evidence was recovered before any movement, or analysis of material.

2.1 DESCRIPTION OF SUPPLIES AND MAINTENANCE SUPPORT:

The contractor will provide the 68 Crime-Lite 2 Kits, and the 76 Crime-Lite L Kits (shipped to two separate locations) within 180 days.

2.2 PERIOD OF PERFORMANCE:

3.2 INSPECTION/ACCEPTANCE TERMS: Inspection and Acceptance shall be at destination.
