The Naval Surface Warfare Center Panama City intends to issue a sole source purchase order to Energy Technologies Incorporated, 219 Park Avenue East, Mansfield, OH 44902 for the acquisition of three (3) 2.1 KVA Uninterruptible Power Supplies (UPS). The UPSs are being obtained for the development of the Littoral Combat Ship (LCS) Data Link System (DLS). The DLS task is required to convert the Radio Equipment Cabinet (REC) electronics of the AN/WLD-1 DLS to the LCS DLS. In order to minimize software development and hardware interface compatibility issues, similar hardware from the AN/WLD-1 DLS is required. The UPS is a custom built power supply made by Energy Technologies Inc. (ETI) to provide power input for the radio transceivers and the VME chassis of the REC. . These parts are being used in the RMV system. Changing components would require redesign and additional non-recurring engineering cost. These costs would not be recouped under competition.
