The Naval Air Warfare Center Weapons Division, China Lake, CA plans to procure on an other than full and open competition basis from MicroCell Corporation, 6003 CHAPEL HILL RD STE 153, RALEIGH, NC, 27607, a one (1)kW Microfiber-based Polymer Electrolyte Membrane (PEM) fuel cell system. The key performance objective of the proposed contract is to provide a 1kW microfiber-based PEM fuel cell system. Selected operational parameters will be monitored, recorded, and analyzed by the Government over a time period yet to be determined. Using the manufacturing process, all the components of a single fuel cell (the electro-catalyst of cathode and anode, the polymer electrolyte membrane, and the current collector) are extruded into a single microfiber. As the speed of the extrusion line is increased, it is important that no bottlenecks occur in the subsequent processes. Material and manufacturing costs are too high for fuel cell components and the Government believes low-cost, high-volume manufacturing processes are necessary to reduce costs. The expected outcome of the expansion is the acceleration of fuel cell technology and process development for mass production of cost-efficient fuel ce! lls for commercial and non-commercial applications. Delivery is expected 365 days after receipt of contract award. Responsible sources having the capability to deliver the product described above or a similar acceptable product may submit an offer which will be considered to: Commander NAWCWD, Attn: Chris Thompson, Contracts Department, Code 254200D, NAVAIRWARCENWPNDIV, 429 E. Bowen Rd, China Lake, CA 93555 or via e-mail to: [email protected]. The offer must have complete and detailed information that includes all physical specifications of the fuel cell system, including size and output; an outline of previous successful fuel cell demonstrations or commercial applications including specific products in microfiber-based technology; and any other available descriptive literature.
