DSCR intends to award two definite quantity/indefinite delivery contracts to Saft America, Cage Code 7X634 and Ultralife Batteries, Inc., Cage Code 0UU59, under authority of 10 U.S.C. 2304 (c)(3). Based on experience during Operation Iraqi Freedom and studies conducted by DOD, industrial capability for Lithium batteries is insufficient to meet surge, contingency, or war time needs. The contracts will not exceed five years and will include support for three Lithium battery NSNS: 6135-01-438-9450, 6135-01-501-0833, and 6135-01-440-7774. The support includes prepositioned long lead time materials and government furnished property for automation of battery manufacturing processes. Eagle Picher, Saft America, and Ultralife are the only known manufacturers with a demonstrated capability to meet the Government's needs. No solicitation will be issued; however, manufacturers who believe they are capable of manufacturing these batteries may request a copy of the statement of need and, no later than 1 Oct 05, may submit both a source approval package and a proposal for meeting the statement of need. Manufacturers found to be qualified udner the NSNS will be considered for future, similar awards under authority of 10 U.S.C. 2304(c)(3). The proposed contracts to Saft America and Ultralife will not be delayed pending evaluations of potential alternate offerors.
