On behalf of the Office of the Project Manager-Combat Ammunition Systems (PM-CAS), the U.S. Army Contracting Command – New Jersey (ACC-NJ), located at Picatinny Arsenal, New Jersey, intends to issue Request for Proposal (RFP) W15QKN-24-R-0102 for the production and delivery of the 60/81/120mm Mortar Tail Fins Assembly.
The United States Government (USG) intends of awarding up to three (3), 100% Small Business Set-Aside, Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contracts each with five (5), one-year Ordering Periods. Forthcoming delivery orders shall be awarded under the basic contract(s) for the five (5) years, starting from the date of contract award. The USG intends to procure up to approximately 2.7 million M24 Mortar Fins, 2.3 million M27 Mortar Fins, 133, 000 M28 Mortar Fins and 2.6 million M31 Mortar Fins, respectively.
The M27, M24, M28 and M31 Mortar Fins are components of the 60mm, 81mm and 120mm Mortar Cartridge variants, High Energy (HE), Full Range Practice Cartridge (FRPC) and Illumination and Smoke items. These Mortar Fins will be delivered to various Load, Assemble and Pack (LAP) facilities. The 60mm, 81mm, and 120mm family of mortars are stabilized in flight by aluminum fins. The mortar fins hold the propelling charge increments and ignition cartridge responsible for initiation and firing. They must also create the appropriate spin and weight distribution for stabilization and repeatable firing distances.
Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM web site at http://www.sam.gov to be eligible for contract award.
The 60/81/120mm Mortar Tail Fins shall be manufactured, inspected, assembled, packaged, and delivered in accordance with the USG-owned, Technical Data Package (TDP) and applicable contract requirements. The technical data, involved, is marked “Distribution D – Distribution is authorized to the Department of Defense (DoD) and U.S. DoD Contractors ONLY.”
Interested firms are required to submit a certified DD Form 2345 - Military Critical Technical Data Agreement; AMSTA-AR Form 1350 - Technical Data Request Questionnaire; and a Non-Disclosure Agreement for the USG’s consideration to provide the TDP. This notice shall NOT constitute as a Request for Proposal (RFP). The USG anticipates posting the RFP in 1QFY25 with an anticipated award in 3QFY25.
