Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to Rochester Corporation, 751 Old Brandy Road, Culpepper, VA 22701 for the acquisition of five (5) Klein Winch Cables to support the Side Scan Sonar (SSS) System. The Side Scan Sonar System is used to perform peacetime Q-route surveys. The Klein 5400 Side Scan Sonar System is designed as a real time system in which seafloor imagery data is collected by the Tow Fish and electronically passed through the tow cable, through the winch slip ring and then to the operator console for processing. Deployment, recovery, and normal streaming of the Tow Fish are performed by the winch assembly, tow block, and the ships stern crane. This acquisition is unsuitable for full and open competition for the following reasons. The Klein Side Scan Sonar was acquired as a commercial off-the-shelf capability for sea bottom characterization and environmental data collection capability for the! MCM/MHC class ships under contract N61331-01-C-0022. The winch cables that were provided with this system, were manufactured by Rochester Corporation. Rochester Corporation is the Original Equipment Manufacturer (OEM) of the winch cables that are currently installed on MCM platforms. As the OEM, only Rochester Corporation has the detailed knowledge of the SSS interface requirements, SSS design, and operation requirements that can provide the cable winch cables for the SSS system.
